ECO4 (Energy Company Obligation 4) is the UK government's flagship scheme for free home energy improvements. Greater Manchester is one of the priority areas, and the Greater Manchester Combined Authority (GMCA) has expanded access through ECO4 Flex meaning many landlords and tenants who do not qualify on standard benefits criteria may still be eligible.

What Is ECO4?

ECO4 is a government obligation that requires major energy companies to fund energy efficiency improvements in low-income and fuel-poor households. Unlike grants you apply to directly, ECO4 is delivered through Ofgem-approved installers who access funding on your behalf.

For private landlords, this means: if your tenant qualifies, you can receive free improvements to your property at no cost to you or your tenant that improve energy efficiency, reduce bills, and in most cases push your EPC rating up by one or two bands.

ECO4 Eligibility in Greater Manchester

There are two routes to ECO4 eligibility in Greater Manchester. The first is the standard national benefits-based route. The second and the one that unlocks access for many more Manchester landlords is the GMCA ECO4 Flex route.

ECO4 Flex allows local authorities to declare households eligible for ECO4 funding even if they do not receive qualifying benefits. The Greater Manchester Combined Authority (GMCA) has issued a Flex Statement of Intent covering a wide range of circumstances. This is the key access route for Manchester landlords whose tenants are working but on modest incomes.

What Does ECO4 Cover in Manchester?

The measures available depend on what is technically suitable for your property and what will deliver the most energy improvement. For Manchester's Victorian terraced stock, the most common funded measures are:

How to Apply for ECO4 in Manchester

Property survey

The installer will survey your property to confirm which measures are technically suitable and what SAP improvement they will deliver. This assessment is free.

ECO4 application submitted

The installer submits the ECO4 application to the energy company on your behalf. For Flex cases, they also process the GMCA eligibility declaration.

Works completed

Installation is typically scheduled within 412 weeks of approval. Works are completed by accredited installers, usually in one or two visits. A new EPC is issued post-installation.

Is ECO4 ending?

Yes ECO4 is currently scheduled to close on 31 December 2026. No confirmed successor scheme exists at the same scale. The proposed Warm Homes Obligation (sometimes called ECO5) is under consultation with no confirmed start date. Apply before the window closes.

Will ECO4 improvements improve my EPC rating?

In most cases, yes often by one or two EPC bands. Loft insulation and cavity wall insulation typically add 820 SAP points depending on starting conditions. A new EPC is issued after works are completed. Properties currently at EPC D or E often reach C through ECO4 improvements alone.

Can ECO4 fund solid wall insulation for a Victorian terrace?

Partially. ECO4 provides a contribution towards solid wall insulation but rarely covers the full cost (which can be £7,000£12,000).
